Proposed Ordinance Changes

Pima Animal Care Center is soliciting public comment on proposed changes to two ordinances.  Please provide your comments in writing to Manager, Pima Animal Care Center, 4000 N. Silverbell Road, Tucson, AZ, 85745 or by email to contact PACC@pima.gov.  Comments will be included with the proposed ordinance when the changes are submitted to the Pima County Health Department and subsequently to the Board of Supervisors for its consideration and action.

The proposed change to Pima County Code (PCC) § 6.04.09-Mandatory spay/neuter program for dogs and cats amends Pima County mandatory spay requirements to be consistent with Arizona State statute, allows PACC to release unaltered animals to shelters and rescue groups subject to the same state mandatory spay neuter requirements and adds clarifying language.

The change to PCC § 6.04.150-Dangerous Animals corrects the appeal process to be consistent with other sections of the code and more in line with state statutes.

"Pooper Scooper"
Solid animal waste left on public or private property without the permission of the property owner.
paw print This code can be difficult to enforce since the violation needs to be observed by a law enforcement officer for a citation to be issued. However, citizens may have a Third Party Citation issued by calling Pima Animal Care in Tucson or in Ajo and providing the following information:
  • Photograph documenting the incident
  • Photograph must include the date, location, and time of incident
  • Animal must be clearly identifiable in photograph
  • Animal owner address must be known and provided
  • Complainant must be willing to testify in court
  • If two independent witnesses from separate addresses are willing to testify, a photograph may not be required
